Die Mod 1648 spielt in in den Jahren zwischen 1618 und 1648 in Mitteleuropa, diese Zeit ist bekannt als der 30jährige Krieg. Die berühmten Schlachtfelder sind zur Masse im Bereich des Heiligen Römischen Reiches Deutscher Nation zu finden. Dies spiegelt die Karte wieder die von Südschweden bis Udine, und von Reims (Frankreich) bis nach Riga reicht. Ein hoher Detailgrad wird erreicht durch 198 Regionen, 27 (davon 22 spielbare) Fraktionen und zahlreiche Details in Form von Videos (oft aus Dokus entnommen), Bildern, zeitgenössischer Musik, Namen, Gebäude und militärischen Einheiten.
Die Kernstory der Mod behandelt den Konflikt zwischen dem katholischen Kaiser (aus dem Haus Habsburg) und den Fürsten, dabei sind die offen rebellischen protestantischen Fürsten seine größte Herausforderung.
Aber auch ausländische Mächte wie Frankreich, Schweden, Dänemark und Polen-Litauen haben Interessen im und am Reich. Auch das Fürstentum Siebenbürgen sowie das Osmanische Reich sorgen in der Südostgrenze des Reiches für Unruhe. Zwei Mächte innerhalb des Reiches streben nun offen nach einem Austritt aus dem Reichsverbund und wollen ihre Unabhängigkeit auch de jure anerkannt haben: Die Alte Eidgenossenschaft, die de facto schon seit dem Spätmittelalter eine eigene Politik betreibt und die junge Niederländische Republik die de facto durch den Waffenstillstand im 80jährigen Krieg unabhängig geworden sind, de jure aber noch immer als rebellische Utrechter Union betrachtet werden.
Zumindest hat der Kaiser einige Unterstützung, seine habsburgischen Cousins auf dem spanischen Thron haben keinerlei Interesse an einer unabhängigen niederländischen Macht und auch die katholischen Reichsfürsten hegen keine Sympathie für einen Kurswechsel in der Reichssstruktur, wie ein Erfolg des ehrgeizigen Kurfürsten und Pfalzgrafen bei Rhein bewirken könnte in seinem Ringen um die böhmische Krone.
